RAND’s study examined 101,151 reports from the National UFO Reporting Center (NUFORC), one of the most widely used public UFO-reporting databases in the United States. Researchers mapped reports across thousands of census-designated places and compared reporting rates with nearby infrastructure, including military operations areas, airports, weather stations and population density. The most discussed finding was the relationship between military operations areas. The analysis found that public UAP reports were more likely when people were located near designated military airspace used for activities such as combat training, intercept exercises and low-altitude manoeuvres. RAND summarised the pattern as a consistent association between proximity to military operations areas and elevated reporting rates. Some reporting described the effect as roughly 1.2 times more likely within about 18 miles (30 kilometres) of such areas. The study also found several counterintuitive patterns:
- Reports were less likely near weather stations.
- Reports were less likely near civilian airports.
- More densely populated areas generally produced lower reporting rates.

When large numbers of public reports cluster near military activity, two competing interpretations become possible:
