Within Stigma

For civilian pilots who encounter something unusual in the sky, the central question is often less “What was it?” than “Who should I tell?” In the United States, formal reporting pathways for unidentified anomalous phenomena (UAP) now exist, but they are split between aviation safety systems and government analysis systems.

What FAA guidance tells pilots and controllers

For a civilian pilot who observes an unexplained object, light, or phenomenon during flight, current FAA guidance points first towards normal aviation reporting procedures rather than a specialised “UFO hotline”. A pilot is encouraged to report the observation to air traffic control (ATC), particularly if the event has any possible relevance to flight safety, airspace awareness, or operational decision-making. AARO itself explicitly advises civilian pilots to report UAP sightings promptly to ATC. [AARO]aaro.milAARO Home… UAP-related Pilot Reports (PIREPs) from the Federal Aviation Administration. Faa AARO Routes Bc 559 C illustration 1 The FAA has gradually formalised how controllers handle such reports. FAA air traffic publications now contain specific sections on UAP reporting. Controllers who receive a report or make an observation themselves are instructed to notify supervisory personnel and follow established reporting procedures. The agency has also updated terminology, replacing the older “UFO” language with “UAP”, aligning aviation reporting with broader federal policy. For pilots, this distinction matters. The reporting process is framed as an aviation safety activity rather than an extraordinary claim. A pilot does not need to identify the object, prove what it was, or argue that it represented advanced technology. The expectation is simply to report the observation accurately, in the same way that other unusual hazards or anomalies would be reported. That approach reflects a long-standing aviation principle: uncertainty is reportable even when the cause remains unknown. An additional route exists through NASA’s Aviation Safety Reporting System (ASRS), a confidential and non-punitive safety reporting programme widely used throughout aviation. Although ASRS was not originally designed as a dedicated UAP system, NASA’s 2023 independent UAP study identified it as a potentially valuable mechanism for capturing commercial aviation observations and reducing reporting reluctance. AARO was established by the Department of Defense to investigate and analyse reports of unidentified anomalous phenomena across multiple domains. However, civilian pilots generally do not submit reports directly to AARO through a dedicated public aviation portal. Instead, aviation-related reports typically reach AARO through existing FAA channels. [AARO]aaro.milts (PIREPs) from the Federal…Read more… [AARO]aaro.milOpen source on aaro.mil.

AARO’s public guidance is unusually clear on this point. The office states that civilian pilots should report sightings to air traffic control and that AARO receives UAP-related Pilot Reports (PIREPs) from the FAA. In other words, the FAA functions as the operational collection point, while AARO acts as the analytical and investigative recipient further downstream. This arrangement reflects the different responsibilities of the two organisations:

  • FAA: manages airspace safety, operational reporting, and communication with pilots. [asrs.arc.nasa.gov]asrs.arc.nasa.govAviation Safety Reporting System - NASAASRS captures confidential reports, analyzes the resulting aviation safety data, and disseminates…
  • AARO: analyses reports, looks for patterns, and evaluates whether incidents can be attributed to known causes.
  • NASA ASRS: provides a confidential safety-reporting mechanism that some experts see as a useful complement for aviation observations. The system has become more integrated over time. AARO’s annual reporting has confirmed that it receives civil and commercial aviation UAP logs supplied by the FAA, incorporating aviation observations into broader federal analysis efforts. Why official routes do not automatically create trust

Creating a reporting route is easier than convincing people to use it.

NASA’s independent UAP study concluded that stigma remains a significant obstacle to obtaining high-quality data. The report argued that many observations are lost because witnesses are reluctant to report them, especially when they fear ridicule or reputational consequences. The existence of a reporting channel does not automatically remove those concerns. For civilian pilots, several uncertainties persist:

  • Is the event serious enough to report?
  • Should it be treated as a safety issue or merely an odd observation?
  • Will colleagues regard the report as professional or eccentric?
  • What happens after the report is submitted?
  • Will the report disappear into a bureaucracy without feedback? NASA Science+2Wikisource [science.nasa.gov]science.nasa.govNASA ScienceIndependent Study Team ReportFurthermore, at present, there is no standardized Federal system for making civilian UAP reports…

Another challenge is that reporting pathways have evolved rapidly. For years, researchers and aviation advocates argued that no standard federal civilian UAP reporting system existed. NASA’s 2023 study explicitly identified that gap. Since then, FAA procedures and AARO guidance have become more formalised, but awareness among civilian pilots remains uneven. Some observers continue to argue that reporting instructions are insufficiently visible or intuitive for non-military aviation personnel. NASA Science [scribd]scribd.comNASA's UAP Study: Combating Stigma | PDF13 Nov 2024 — Gold identifies that current FAA instructions for reporting UAP encounters are outd… Trust also depends on outcomes. Pilots are more likely to participate when they believe reports will be evaluated seriously and used to improve safety. AARO’s own reporting has shown that many cases eventually receive conventional explanations such as balloons, drones, birds, or other ordinary phenomena. From a safety perspective, that is not a failure. The purpose of the system is not to confirm extraordinary claims but to collect enough information to distinguish routine explanations from genuinely unresolved incidents. What this means for aviation reporting culture

Within the broader UAP disclosure movement, the emergence of FAA–AARO reporting pathways represents a governance change rather than proof of any particular explanation for UAP. The important development is that civilian pilots now have a more clearly defined route: report observations through aviation channels, allow the FAA to capture operational information, and permit AARO to evaluate the data at the federal level. [AARO]aaro.milts (PIREPs) from the Federal…Read more… [AARO]aaro.milOpen source on aaro.mil.

Whether that system succeeds depends less on institutional charts than on reporting culture. If pilots view the process as credible, routine, and professionally acceptable, more observations will enter the record. If uncertainty about stigma or career consequences remains stronger than confidence in the reporting system, valuable safety information may still go unreported. That tension sits at the heart of the aviation reporting debate surrounding UAPs: formal routes now exist, but building trust in those routes remains an ongoing challenge.
