These passages generated headlines because they seemed to imply advanced technology. Yet the report’s language remained notably cautious.

Rather than treating these observations as proof of breakthrough capabilities, the assessment explicitly stated that sensor errors, spoofing, observer misperception, or other factors could contribute to the apparent anomalies.
