Within NARA Records
The National Archives’ UAP Records Collection was designed to make government records easier to find and review, but digital publication does not automatically make records readable.

Why NARA accepts digital copies for RG 615
Congress required agencies to identify and organise UAP records and transmit them to the National Archives. NARA’s implementation guidance moved the process firmly into the digital realm. The agency instructed federal departments to transfer publicly releasable UAP records as digital copies, and NARA’s UAP Frequently Asked Questions explicitly state that it accepts only digital versions of UAP records for the collection. Agencies transfer those files through established electronic-records procedures rather than sending physical paper collections. From an implementation perspective, digital-only transfers offer several advantages:
- Records from multiple agencies can be centralised quickly.
- Files can be published through a single catalogue interface.
- Bulk downloads can be provided to researchers.
- Metadata can be indexed across agencies.
- Public access does not require travel to archival reading rooms. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Yet digital transfer also introduces a trade-off. The public usually receives the digital surrogate rather than the original paper record. If that surrogate was scanned poorly, compressed aggressively, converted incorrectly, or processed with inaccurate OCR, the digital version may obscure information that remains visible in the original document. Archival digitisation has long recognised this distinction: a digital copy improves access but is not necessarily a perfect substitute for the source material. How scans and OCR shape search results
A common misunderstanding is that once a document is online it automatically becomes searchable. In reality, searchability depends on OCR, the software process that converts text within an image into machine-readable words.
When OCR works well, a researcher can search thousands of pages for a name, location, date, aircraft designation, project title, or technical phrase. When OCR performs poorly, those terms may effectively disappear from search results even though they remain visible on the page itself. NARA acknowledges that OCR enhances access to PDF records and accepts PDFs containing OCR text layers, reflecting the importance of machine-readable text for discovery. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Several factors can reduce OCR accuracy:
- Low-resolution scans.
- Faded carbon copies.
- Poorly reproduced photocopies.
- Handwritten annotations.
- Unusual typefaces.
- Skewed pages or cropped margins.
- Multi-generation reproductions that have been copied repeatedly over decades. [Medium]medium.comA Framework for Evaluating Optical Character Recognition…Advances in optical character recognition (OCR) offer a more scalable a…
These problems are especially relevant for historical government records. Many UAP-related files originated as typed memoranda, intelligence reports, radar logs, handwritten notes, or photocopied correspondence. By the time they are digitised, some documents may already have suffered quality loss through repeated reproduction. OCR systems often struggle with exactly those conditions. [Medium]medium.comA Framework for Evaluating Optical Character Recognition…Advances in optical character recognition (OCR) offer a more scalable a…
The consequence is that a researcher searching for a specific keyword may receive incomplete results. A term that appears clearly to a human reader could be misread by OCR software and therefore omitted from catalogue searches. This creates a subtle form of information loss that is very different from formal classification or redaction. Nothing has been deliberately hidden, yet the record becomes harder to locate.
When a document is public but still difficult to verify
The RG 615 collection links users to digital copies in the National Archives Catalog, and NARA also provides bulk downloads containing digitised and born-digital UAP records together with metadata files. This improves transparency by allowing independent examination of released material. However, transparency depends not only on availability but also on legibility. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Several practical problems can arise:
Image-only PDFs
Some PDFs are essentially collections of scanned images. If OCR is absent or inaccurate, users cannot reliably search the contents. Researchers may need to inspect pages manually, which becomes increasingly difficult as collections grow. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Redaction artefacts
UAP records may contain redactions. NARA requires agencies to transfer both redacted and unredacted versions where appropriate, although only releasable copies are made public. During scanning and conversion, redaction boxes, page overlays, or image compression can sometimes make surrounding text harder to interpret. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Metadata limitations
Finding a document often depends on its descriptive metadata rather than its contents alone. If a file receives a sparse title, limited keywords, or incomplete descriptions, it may be overlooked even when publicly available. The existence of a record in the catalogue does not guarantee that researchers will easily discover it. Multiple generations of copying
Researchers examining older UFO and UAP material frequently encounter documents that were photocopied, microfilmed, scanned, and converted more than once. Each stage can introduce new distortions, reducing readability and increasing OCR errors. Studies of historical digitisation repeatedly identify degraded source material as a major cause of search and transcription problems. What readers should check before trusting a file
For anyone using RG 615 records as evidence in disclosure debates, scan quality should be evaluated alongside the content itself.
A useful approach is to verify several points before drawing conclusions from a document:
Check whether the PDF contains searchable text. If keyword searches fail unexpectedly, the file may rely on weak OCR or contain only images. A search result absence is not always evidence that a term never appears in the collection. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Inspect page quality directly. Zoom into dates, signatures, classifications, annotations, and marginal notes. These areas are often where OCR performs worst. [arXiv]arxiv.orgarXiv A Tool for Facilitating OCR Postediting in Historical DocumentsarXiv A Tool for Facilitating OCR Postediting in Historical Documents
Compare metadata with the document itself. Titles and descriptions may not capture everything contained within a file. The most significant information sometimes appears only after reading the document page by page. [NARAtions]narations.blogs.archives.govdigitized records in the national archives catalog how do they get thereDigitized Records in the National Archives Catalog: How Do…Sep 24, 2019 — A great deal of work goes into preparing digitized…
Look for missing pages or conversion issues. Scanning projects occasionally produce rotated pages, truncated margins, duplicate pages, or image corruption. Such problems are usually technical rather than intentional, but they can affect interpretation. Archival digitisation programmes routinely incorporate quality-control processes because these errors occur in large-scale scanning efforts. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
Treat OCR text as a guide, not a definitive transcription. OCR can dramatically improve access, but researchers should verify important quotations and names against the underlying image. Academic work on historical collections consistently shows that OCR errors remain common even in modern digitisation projects. Why scan quality matters to the disclosure debate
The UAP Records Collection was created partly to make government records easier to locate and assess. Digital-only transfers support that goal by allowing rapid publication, catalogue integration, and bulk public access. Yet the effectiveness of the system depends on the quality of the digital records themselves. A poorly scanned document can be nearly as difficult to use as an unreleased one because researchers may struggle to read it, search it, or verify what it contains. [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil… [National Archives]nationalarchives.gov.ukPrepare records for transferThe National Archives' transfer metadata requirements for the digital records you send to us are minimal (fil…
For that reason, debates about disclosure increasingly involve not only whether records are released, but also how they are digitised. In the RG 615 environment, transparency is shaped by technical implementation choices such as scanning standards, OCR quality, metadata accuracy, and file preservation. Those factors determine whether newly available UAP records become genuinely discoverable evidence or simply large collections of difficult-to-search images.
