Within Trust

The debate around the All-domain Anomaly Resolution Office (AARO) is not primarily about whether its investigators are finding alien spacecraft. It is about whether the public trusts the institution that decides what counts as evidence in the first place.

Introduction

Within the broader UFO disclosure movement, this creates a credibility gap. AARO evaluates claims according to what can be independently verified. Many disclosure advocates evaluate the issue according to what they believe governments may still be withholding. Those are different questions, and answering one does not necessarily settle the other.

Why AARO denials do not settle the debate

AARO was created to investigate unidentified anomalous phenomena (UAP) using intelligence, scientific and military reporting systems. Its public position has been consistent: investigations have not produced verifiable evidence of extraterrestrial technology, extraterrestrial activity, or hidden government programmes dedicated to reverse-engineering alien craft. The office describes its approach as a rigorous, data-driven and scientific framework. From AARO’s perspective, a claim is not established because it is repeated by witnesses, insiders or rumours circulating within government networks. It must be supported by records, physical evidence, sensor data, documentation, or corroborated intelligence. In its 2024 historical review, AARO stated that it found no evidence supporting long-standing allegations that the US government possessed recovered extraterrestrial technology and reported that many such stories could be traced to misunderstanding, folklore, or circular reporting among believers. Rather, it claims that unresolved reports are not evidence of extraterrestrial technology unless supporting evidence reaches a verifiable threshold. What AARO says it has found

AARO’s public reporting presents a relatively straightforward message. The office says that many resolved UAP cases have ordinary explanations and that none of its completed investigations have demonstrated advanced non-human technology. Its leadership has repeatedly stated that no resolved case has revealed breakthrough capabilities beyond known science or engineering. The 2024 historical review reached several notable conclusions:

  • No US government investigation reviewed by AARO confirmed that a UAP sighting represented extraterrestrial technology.
  • No evidence was found that the US government or private industry possessed extraterrestrial artefacts.
  • No evidence was found for an active reverse-engineering programme involving alien technology.
  • Several prominent claims examined by investigators were judged unsupported by documentary evidence. Why incomplete files sustain suspicion

The credibility problem begins where AARO’s evidentiary standards meet the realities of classified information and incomplete data.

AARO has acknowledged that hundreds of reports remain unresolved because investigators lack sufficient information. The office has stated that more than 900 reports in its archive do not currently contain enough scientific data for confident analysis. Some consist of brief observations, limited sensor recordings, incomplete metadata, or reports that cannot be independently reconstructed. [U.S]space.compentagon ufo office aaro historical report no emprical evidence alien technologyPentagon UFO office finds 'no empirical evidence' for alien…8 Mar 2024 — The Pentagon's UFO office has once again stressed that it has…. Department of War

For sceptics, unresolved cases simply reflect poor evidence. For many disclosure advocates, unresolved cases raise a different question: if the available public record is incomplete, how can the public be certain that investigators themselves possess the full picture?

This tension is amplified by the history of classified military programmes. Even when secrecy has legitimate national-security purposes, it creates an environment where official denials are interpreted through the lens of past concealment. AARO may be asking whether a claim can be verified. Critics are often asking whether all relevant information has been made available for verification.

The result is a recurring pattern:

  • AARO says evidence is insufficient.
  • Critics hear that evidence exists but remains inaccessible.
  • AARO concludes that no extraordinary finding can be established.
  • Critics conclude that the investigation itself may be constrained by secrecy.

Neither side is necessarily responding to the same proposition.

The existence of unresolved reports also creates a psychological asymmetry. A solved case disappears from public attention. An unsolved case remains available for speculation indefinitely. As long as unresolved files exist, some observers view them as open possibilities rather than evidentiary dead ends. The problem of institutional trust rather than evidence alone

Public opinion surveys suggest that distrust extends beyond the specific details of any single AARO report.

A March 2024 YouGov survey found that more than 60% of Americans believed the government was concealing information about UFOs, while only 11% believed the government had disclosed everything it knew. The same polling showed widespread scepticism toward official assurances that no evidence of alien technology had been found. [YouGov]yougov.comYou Gov Is something out there?Americans aren't sure, but most…14 Mar 2024 — More than 60% of Americans believe the U.S. government is concealing information about U…

These numbers matter because they indicate that AARO’s challenge is partly political and cultural rather than purely scientific. An institution can apply a consistent evidentiary standard and still fail to persuade an audience that distrusts the institution itself.

This dynamic creates a difficult position for AARO. If investigators release cautious findings, critics may interpret caution as concealment. If investigators reject extraordinary claims, critics may argue that the office is protecting existing bureaucratic interests. If investigators acknowledge unresolved cases, critics may treat those cases as implicit confirmation that something extraordinary exists.

The office therefore faces a credibility burden that extends beyond the quality of its investigations. It must convince people not only that its conclusions are correct but also that its investigative process is sufficiently transparent and independent to be trusted. How independent checks could change trust

The most important trust question is not whether AARO should lower its evidence standards. Scientific and intelligence investigations generally become more reliable when standards remain high. The question is whether more independent verification can help bridge the gap between institutional conclusions and public confidence.

Several approaches are frequently discussed by researchers and policy observers.

Greater transparency around methods

Many disputes arise because outsiders cannot see how conclusions were reached. Releasing more information about investigative procedures, data quality requirements, classification limits and analytical methods could allow critics to evaluate the process rather than simply trust the outcome. Independent scientific review

External scientific participation can reduce perceptions that conclusions are being controlled solely by defence institutions. Independent review does not guarantee agreement, but it can provide an additional layer of credibility by exposing findings to scrutiny outside the chain of command. Research efforts that focus on collecting publicly accessible sensor data reflect this broader desire for independent verification. Better public data

A recurring issue in UAP investigations is that many reports lack the information necessary for strong conclusions. Expanding the collection of calibrated, multi-sensor observations could reduce the number of cases that remain permanently unresolved. If better data produces more definitive answers, both sceptics and disclosure advocates gain a stronger basis for evaluation. [arXiv]arxiv.orgCommissioning An All-Sky Infrared Camera Array for Detection Of Airborne ObjectsNovember 12, 2024…Published: November 12, 2024

Credible oversight

Congressional oversight, inspector-general reviews and independent auditing mechanisms can help address the suspicion that investigators are evaluating themselves. For many members of the public, trust increases when institutions demonstrate that their conclusions are open to challenge and verification. [U.S]space.compentagon ufo office aaro historical report no emprical evidence alien technologyPentagon UFO office finds 'no empirical evidence' for alien…8 Mar 2024 — The Pentagon's UFO office has once again stressed that it has…. Department of War

The central tension

The AARO trust gap ultimately stems from a conflict between two different standards of proof.

AARO operates on an evidentiary standard that asks whether a claim can be demonstrated with verifiable data. The disclosure movement often operates on a credibility standard that asks whether government institutions have earned enough trust to be believed when they deny extraordinary claims.

Those standards overlap but are not identical. AARO can meet its own evidentiary threshold and still struggle to persuade a public that suspects information remains hidden. Conversely, public suspicion can remain strong even when no verifiable evidence supports the most dramatic allegations.

That is why AARO’s denials do not settle the debate. The dispute is no longer only about unidentified objects. It is also about confidence in the institutions responsible for deciding what the evidence means.
