Can agencies find all their UAP records? The short answer is that nobody knows. The National Archives’ UAP Records Collection depends on a decentralised process in which each federal agency must identify, review, organise, and transfer its own records. The archive cannot publish files that agencies never recognise as relevant in the first place.

Why agencies carry the first search burden
The legal framework places the initial responsibility on federal agencies rather than on the National Archives. NARA instructed agencies to review, identify, and organise every UAP record in their custody and prepare those records for transfer. Agencies were also required to create metadata and conduct disclosure reviews before records entered the collection. This approach is practical from an administrative perspective. Individual agencies understand their own filing systems, classification structures, databases, and historical records far better than archivists at a central repository could. However, the same structure creates an obvious vulnerability: agencies can only transfer records they find.
Several factors complicate that search process:
- Records may be distributed across multiple offices rather than stored in a single UAP-related file series.
- Older paper records may use filing systems created decades before the term “UAP” existed.
- Records can move between agencies through reorganisations, task forces, contractor relationships, or intelligence-sharing arrangements.
- Staff who originally created or managed records may have retired or left government service. In archival terms, a search can be thorough without being complete. An agency may comply fully with guidance and still overlook records because those records were never indexed in a way that makes them easily discoverable.
How terminology can hide relevant files
One of the most significant risks involves language. The modern term “unidentified anomalous phenomena” is relatively new. Many potentially relevant records were created under different labels, including “unidentified flying objects”, “unidentified aerial phenomena”, radar anomalies, aerospace incidents, air defence observations, sensor anomalies, foreign technology assessments, or entirely programme-specific terminology. Even so, archival searches generally depend on keywords, records schedules, finding aids, and metadata. A file created in the 1960s under a Cold War air defence programme may contain information that a modern researcher would consider UAP-related without ever using language that would trigger a contemporary UAP search.
This creates a classic records-management problem. The question is not merely whether records exist. It is whether the records can be recognised as relevant under current definitions.
A useful comparison comes from other historical disclosure efforts. Researchers examining intelligence, military, or nuclear archives frequently discover that important documents were filed under operational, technical, or bureaucratic labels rather than under the subject that later attracted public interest. The same challenge applies to UAP records.
Custody boundaries and the problem of fragmented records
Another complication is that no single agency necessarily holds a complete record of an event.
A military encounter, for example, might generate:
- Operational records within the Department of Defense.
- Radar or aviation records within the Federal Aviation Administration.
- Intelligence assessments within intelligence agencies.
- Diplomatic reporting within the Department of State.
- Scientific or technical analysis elsewhere in government.
Each agency is responsible for identifying records within its own custody. As a result, a future researcher may find part of a story in RG 615 while related records remain elsewhere, have not yet been identified, or are subject to separate review processes. The collection can therefore grow substantially while still containing gaps that reflect historical custody patterns rather than deliberate concealment.
Missing records versus undisclosed records
Public discussions often blur two different possibilities: missing records and withheld records.
A withheld record is one that has been identified but remains restricted because of classification, privacy, intelligence sources and methods, or other statutory exemptions. A missing record presents a different challenge. It may be:
- Misfiled.
- Poorly described.
- Located in an unexpected collection.
- Never recognised as a UAP-related record.
- Held by another office that was not included in a search.
- Lost through historical records-management practices.
In that scenario, the record may never enter the review pipeline at all.
For researchers focused on disclosure, this distinction matters. A heavily redacted document can still demonstrate that a record exists. An unidentified document leaves no visible trace in the collection.
What self-identification means for public trust
The reliance on agency self-identification has become one of the most debated features of the UAP archive system. Supporters argue that agencies are the only organisations capable of conducting large-scale records searches across complex government systems. This does not prove that records are being concealed. It does, however, explain why questions about completeness persist even as new material is transferred into RG 615. The archive can demonstrate what agencies have identified and transferred. It cannot easily demonstrate whether every potentially relevant record has been found.
For that reason, debates over “missing UAP records” are often less about any specific document than about the structure of the collection itself. The central question is whether a system based on agency self-identification can ever provide confidence that the searchable archive reflects the full documentary history of the subject.
