Within AARO Reports

Among the hundreds of unidentified anomalous phenomenon (UAP) reports reviewed by the United States government's All-domain Anomaly Resolution Office (AARO), the most consequential category is not the largest one. Why These Cases Were Elevated Above Hundreds of Other Reports

The most important fact about the 21 cases is that they were not selected simply because they remained unresolved. AARO’s FY2024 reporting cycle contained multiple categories of unresolved reports.

During the reporting period, AARO received 757 reports. It resolved many as ordinary objects such as balloons, birds, satellites, aircraft, or unmanned systems. Another large group—444 reports—was placed into an “active archive” because investigators lacked sufficient information to conduct meaningful analysis. This distinction is frequently misunderstood in public discussions. An archived report is often unresolved because investigators do not possess enough sensor data, witness detail, imagery, radar information, or contextual evidence to reach a conclusion. The 21 cases therefore represent a qualitatively different category from reports that are simply incomplete.

What “Anomalous Characteristics” Actually Means

One of the biggest sources of confusion is the word “anomalous”. In public debate, it is often interpreted as meaning impossible, extraterrestrial, or beyond known science. AARO uses the term much more cautiously.

An anomaly is something that does not fit current expectations or available explanations. It does not automatically imply advanced technology or unknown physics. That combination of statements is revealing. It suggests that at least some of the 21 cases involve observations that remain difficult to explain even after expert review, yet the evidence currently available is insufficient to support extraordinary conclusions.

The category therefore reflects uncertainty rather than confirmation.

What the Cases Could Ultimately Reveal

The most realistic possibilities fall into several broad categories.

Previously Unrecognised Conventional Phenomena

Historically, many UAP investigations have eventually produced ordinary explanations that were not obvious at first glance.

Intelligence and National Security Findings

AARO was not created primarily to search for alien spacecraft. Its statutory mission is to detect, identify, and attribute objects that could affect military operations or national security. From that perspective, an unexplained object is significant even if it turns out to be entirely human-made.

AARO’s investigations therefore include the possibility that some unusual observations could eventually be linked to surveillance systems, drones, foreign collection platforms, classified technologies, or activities not initially recognised by observers. Improved Understanding of Sensors

Another possibility is that the cases ultimately reveal limitations in the observation systems themselves.

Importantly, AARO has not publicly concluded that these incidents involved extraordinary technology. The reports remain under investigation precisely because the available information has not yet produced a definitive attribution.

Nevertheless, such cases illustrate why some reports move into the further-analysis category. An observation involving trained military personnel, operational aircraft, and potentially multiple forms of supporting data naturally receives more analytical attention than a report based solely on a brief visual sighting.

The 21 cases are often cited by advocates and critics alike as evidence supporting broader arguments. Yet AARO’s own reporting places important limits on what can be inferred.

Nor do the cases establish that conventional explanations have been exhausted. The fact that a case remains under investigation means investigators believe further work may still produce attribution.

This is an important distinction because unresolved cases often change status as new evidence becomes available. The history of UAP investigations contains numerous examples in which apparently mysterious observations were eventually explained through additional analysis.

What the 21 Cases Tell Us About the State of UAP Evidence

The strongest conclusion supported by the available evidence is surprisingly modest.
