Within AARO Reports
Among the hundreds of unidentified anomalous phenomenon (UAP) reports reviewed by the United States government's All-domain Anomaly Resolution Office (AARO), the most consequential category is not the largest one. It is the group of 21 cases that AARO determined “merit further analysis” by intelligence-community and science-and-technology partners.

Introduction
For observers of the UFO disclosure movement, these 21 cases have become a focal point because they represent the narrow subset of reports that survived initial filtering and still appear worthy of specialised investigation. However, understanding what they could show requires separating official findings from public speculation. AARO’s own position remains that it has found no verifiable evidence of extraterrestrial beings, activity, or technology. The significance of the 21 cases lies not in what they prove, but in what they reveal about the limits of current knowledge and the types of evidence investigators believe deserve deeper examination. [U.S. Department of War+2U.S. Department of War]
Why These Cases Were Elevated Above Hundreds of Other Reports
The most important fact about the 21 cases is that they were not selected simply because they remained unresolved. AARO’s FY2024 reporting cycle contained multiple categories of unresolved reports.
During the reporting period, AARO received 757 reports. It resolved many as ordinary objects such as balloons, birds, satellites, aircraft, or unmanned systems. Another large group—444 reports—was placed into an “active archive” because investigators lacked sufficient information to conduct meaningful analysis. Only 21 were designated for continued investigation. [U.S. Department of War+2U.S. Department of War]
This distinction is frequently misunderstood in public discussions. An archived report is often unresolved because investigators do not possess enough sensor data, witness detail, imagery, radar information, or contextual evidence to reach a conclusion. By contrast, the 21 further-analysis cases appear to contain enough information to justify additional technical work. AARO specifically stated that these cases merit continued investigation because of reported anomalous characteristics or behaviours. U.S. Department of War [EarthSky In practical terms]earthsky.orgpentagon uap report aaro ufosAARO has discovered no evidence of extraterrestrial… further analysis based on reported anomalous characteristics and/or behaviors.Rea…, this means the cases survived several filtering stages:
- They were not immediately attributable to known objects.
- They contained enough information to avoid being archived.
- They presented observations that investigators believed could potentially yield a future explanation.
- They justified involvement from specialised scientific and intelligence organisations. The 21 cases therefore represent a qualitatively different category from reports that are simply incomplete.
What “Anomalous Characteristics” Actually Means
One of the biggest sources of confusion is the word “anomalous”. In public debate, it is often interpreted as meaning impossible, extraterrestrial, or beyond known science. AARO uses the term much more cautiously.
An anomaly is something that does not fit current expectations or available explanations. It does not automatically imply advanced technology or unknown physics. In intelligence and scientific work, anomalies are observations that require further examination because the available evidence does not immediately support a conventional attribution.
AARO has repeatedly emphasised this distinction. Director Jon Kosloski stated during a Pentagon media briefing that some cases remain genuinely puzzling, even to experts with extensive technical backgrounds, but he also stated that the office has found no evidence of extraterrestrial technology and no evidence pointing to breakthrough capabilities possessed by foreign adversaries. [CBS News]cbsnews.comCBS NewsAnnual UFO report finds 21 cases of more than 700…14 Nov 2024 — Jon Kosloski, director, All-domain Anomaly Resolution Office (… [2U.S.] Department of War
That combination of statements is revealing. It suggests that at least some of the 21 cases involve observations that remain difficult to explain even after expert review, yet the evidence currently available is insufficient to support extraordinary conclusions.
The category therefore reflects uncertainty rather than confirmation.
What the Cases Could Ultimately Reveal
The most realistic possibilities fall into several broad categories.
Previously Unrecognised Conventional Phenomena
Historically, many UAP investigations have eventually produced ordinary explanations that were not obvious at first glance.
AARO has publicly highlighted examples involving satellite flares, sensor artefacts, atmospheric effects, and observational misinterpretations. In some instances, objects initially perceived as highly unusual became understandable only after investigators reconstructed viewing angles, environmental conditions, and sensor performance. [AARO]The. Department of Defense. https://www.aaro.mil/Portals/13Open source on aaro.mil.
This possibility remains one of the strongest explanations for at least some of the 21 cases. A report can appear anomalous because investigators have not yet gathered enough contextual information, not because the object itself is extraordinary.
Intelligence and National Security Findings
AARO was not created primarily to search for alien spacecraft. Its statutory mission is to detect, identify, and attribute objects that could affect military operations or national security. The office investigates phenomena occurring in air, space, maritime environments, and other operational domains near military assets and sensitive locations. From that perspective, an unexplained object is significant even if it turns out to be entirely human-made.
AARO’s investigations therefore include the possibility that some unusual observations could eventually be linked to surveillance systems, drones, foreign collection platforms, classified technologies, or activities not initially recognised by observers. Although AARO has not substantiated such explanations for the 21 cases, continued investigation exists partly because national-security implications cannot be ruled out prematurely. [U.S. Department of War+2U.S. Department of War]
Improved Understanding of Sensors
Another possibility is that the cases ultimately reveal limitations in the observation systems themselves.
Modern military detection networks combine infrared sensors, radar systems, electro-optical cameras, satellite observations, and pilot testimony. While this provides powerful capabilities, it also introduces opportunities for unusual artefacts, false correlations, and unexpected sensor behaviour.
One reason AARO collaborates with scientific specialists is to determine whether seemingly anomalous observations reflect genuine objects, environmental conditions, or measurement effects. Even if no unusual craft is identified, the investigation can improve future detection and attribution methods. The Significance of the Pilot “Shadowing” Reports
Among the details released in connection with the FY2024 report, one of the most discussed involves three reports from military aircrews who described being trailed or shadowed by unidentified objects. These reports have attracted attention because they involve direct operational encounters rather than distant observations. [EarthSky]earthsky.orgpentagon uap report aaro ufosAARO has discovered no evidence of extraterrestrial… further analysis based on reported anomalous characteristics and/or behaviors.Rea… [The Debrief]thedebrief.org2024 UAP Annual Report Released in Wake of…Nov 14, 2024 — However, the report states that “AARO determined 21 cases merit further anal…
Importantly, AARO has not publicly concluded that these incidents involved extraordinary technology. The reports remain under investigation precisely because the available information has not yet produced a definitive attribution.
Nevertheless, such cases illustrate why some reports move into the further-analysis category. An observation involving trained military personnel, operational aircraft, and potentially multiple forms of supporting data naturally receives more analytical attention than a report based solely on a brief visual sighting.
The pilot-shadowing cases also highlight the national-security dimension of AARO’s work. Even if the explanation ultimately proves mundane, any unidentified object operating near military aircraft warrants investigation.
Why Science and Intelligence Partners Are Essential
AARO’s report specifically states that the office is working with intelligence-community and science-and-technology partners to understand and attribute the 21 cases. This collaboration provides an important clue about the nature of the investigations. Intelligence agencies can contribute information unavailable to the public, including:
- Classified sensor records.
- Radar and satellite data.
- Foreign capability assessments.
- Operational context surrounding military activities.
Scientific and technical partners contribute different forms of expertise:
- Physics and engineering analysis.
- Sensor validation.
- Atmospheric modelling.
- Image interpretation.
- Statistical evaluation of observations. [U.S. Department of War]war.govdod announces the establishment of the all domain anomaly resolution officeDepartment of WarDoD Announces the Establishment of the All-domain…Jul 20, 2022 — The mission of the AARO will be to synchronize effor…
This multidisciplinary approach reflects a broader lesson emerging from modern UAP investigations. No single witness, photograph, or sensor typically provides enough information to support a confident conclusion. Attribution increasingly depends on integrating multiple independent sources of evidence.
What These Cases Do Not Show
The 21 cases are often cited by advocates and critics alike as evidence supporting broader arguments. Yet AARO’s own reporting places important limits on what can be inferred.
The cases do not demonstrate extraterrestrial visitation. AARO has repeatedly stated that no verifiable evidence of extraterrestrial beings, activity, or technology has been discovered through its investigations. [The Guardian]theguardian.comnew ufo report pentagonLatest Pentagon report reveals hundreds of new UFO…15 Nov 2024 — There are no suggestions of extraterrestrial origin, but that won't s… 3U.S. Department of War 3CBS News(#endnote-14 “Snippet: CBS NewsAnnual UFO report [hsdl.org]hsdl.org2024 annual report uap2024 Annual Report on Unidentified Anomalous PhenomenaNov 15, 2024 — This report details UAP incidents from May 1, 2023 to June 1, 2024… finds 21 cases of more than 700…14 Nov 2024 — Jon Kosloski, director, All-domain Anomaly Resolution Office (…”)
They also do not demonstrate revolutionary aerospace capabilities. Kosloski stated that the office has not found evidence indicating breakthrough technologies operated by foreign adversaries. [CBS News]cbsnews.comCBS NewsAnnual UFO report finds 21 cases of more than 700…14 Nov 2024 — Jon Kosloski, director, All-domain Anomaly Resolution Office (…
Nor do the cases establish that conventional explanations have been exhausted. The fact that a case remains under investigation means investigators believe further work may still produce attribution.
This is an important distinction because unresolved cases often change status as new evidence becomes available. The history of UAP investigations contains numerous examples in which apparently mysterious observations were eventually explained through additional analysis.
What the 21 Cases Tell Us About the State of UAP Evidence
The strongest conclusion supported by the available evidence is surprisingly modest. The 21 cases show that a small number of reports within AARO’s growing database contain enough information, and enough unusual reported characteristics, to justify continued investigation by specialists. They demonstrate the existence of unresolved observations that investigators take seriously. They do not demonstrate the nature of the underlying phenomena. [U.S. Department of War+2The Debrief]
For the UFO disclosure movement, this creates a tension. The cases are significant because they are not merely missing-data reports. Yet their significance lies precisely in the fact that they remain open questions. The official evidence currently supports continued inquiry rather than dramatic conclusions.
In that sense, the 21 further-analysis cases represent the frontier of AARO’s investigative work: not proof of alien technology, not evidence of a hidden breakthrough aerospace programme, but a small collection of observations that remain sufficiently unusual, sufficiently documented, and sufficiently unresolved to merit the attention of scientists, intelligence analysts, and national-security investigators alike.
