Do UAP maps really point to military airspace? RAND’s widely discussed 2023 analysis suggests that the answer is both yes and no. When researchers mapped more than 100,000 public reports of unidentified aerial phenomena (UAP) across the United States, they found a measurable association between reports and proximity to military operations areas.

What the public reports showed
RAND researchers analysed 101,151 public UAP reports submitted between 1998 and 2022, primarily from the National UFO Reporting Center (NUFORC), and compared them with geographic factors such as population density, airports, weather stations, military installations and military operations areas (MOAs). The most discussed finding was that reports were more common near military operations areas. RAND found that being within roughly 30 kilometres (about 18–20 miles) of an MOA was consistently associated with higher rates of public UAP reports. Just as important were the findings that did not fit a simple “military equals UFOs” narrative:
- The relationship between reports and nearby military installations was inconsistent.
- Reports were less likely near civilian airports.
- Reports were less likely near weather stations.

That distinction helps explain RAND’s findings. A civilian living near an airport sees aircraft every day and may become accustomed to recognising ordinary aviation activity. Why a military-airspace pattern does not prove exotic craft
Within the UFO disclosure movement, maps showing concentrations around military regions are often cited as evidence that unidentified objects are deliberately interested in defence facilities. The RAND analysis demonstrates why that conclusion is not straightforward.
A hotspot map shows where reports occur, not necessarily where unusual objects originate. Several alternative mechanisms can produce the same geographic pattern:
Exposure bias. People living near military flight corridors encounter more unusual aerial activity than people elsewhere.
Recognition bias. Observers unfamiliar with specialised military aircraft may classify unfamiliar sights as unidentified.
Reporting bias. Some communities may be more likely to submit reports to organisations such as NUFORC.
Observation bias. Rural skies often offer darker conditions and fewer visual obstructions, increasing opportunities to notice unusual lights or aircraft. The RAND findings therefore highlight a common challenge in UFO research: a correlation between sightings and a location does not automatically reveal the cause of the sightings. How to read sighting maps cautiously
The most useful contribution of the RAND study may be methodological rather than sensational. It encourages readers to treat UFO maps as tools for generating questions rather than as proof of particular answers.
When examining a sighting hotspot, several questions become important:
- Is the hotspot near a military operations area, training route or testing range?
- Does the area have unusual visibility conditions, such as dark rural skies?
- Are there local reporting cultures or organisations that increase report volume?
- Is the pattern stable over time or driven by a small number of reporting bursts?

RAND’s analysis demonstrates that geography alone can create misleading impressions. A map with dense clusters near military airspace may look dramatic, yet the underlying explanation could be entirely mundane. Conversely, dismissing all such clusters would also be a mistake, because military airspace is precisely where unusual aircraft, surveillance platforms and genuine security concerns are most likely to appear. What this means for the disclosure debate
For discussions about UFO disclosure, RAND’s findings occupy an important middle ground. They neither validate extraordinary claims nor eliminate the possibility that some reports involve genuinely unidentified objects. Instead, they show how public sighting databases can be shaped by the geography of military aviation and by the behaviour of observers.
The key lesson is that a military-airspace pattern is not meaningless, but neither is it decisive. Maps can reveal where reports cluster, yet understanding why they cluster requires additional evidence beyond location alone. RAND’s work therefore serves as a caution against treating hotspot maps as direct evidence of non-human technology while also reminding investigators that concentrations around military operating areas deserve careful examination rather than automatic dismissal.
