For UFO researchers specifically, the release offered several practical advantages:
- Easier discovery of CIA cables discussing foreign UFO reports.
- Access to internal memoranda about agency handling of public UFO inquiries.

Several practical limitations reinforced that concern:

As a result, the existence of a searchable database did not automatically resolve deeper questions about what records remained outside public view.
How archive problems became disclosure arguments
The disclosure movement often focuses as much on record-keeping practices as on the content of specific UFO cases. CREST became important because archive limitations could themselves be interpreted as evidence of hidden information.
