Introduction
Within the UFO disclosure movement, few institutions have become as controversial as the Pentagon’s All-domain Anomaly Resolution Office (AARO). Supporters of AARO argue that it applies a necessary evidential standard: extraordinary claims require verifiable data, documented chains of custody, and corroborated evidence. Critics counter that the same standard can become a barrier that excludes testimony, classified information, and historical allegations from consideration. The result is a dispute that is no longer only about unidentified phenomena themselves. It is also about what should count as proof, who gets to decide, and whether official caution represents scientific discipline or institutional self-protection. When No Verified Evidence Becomes the Fight
AARO was created to investigate unidentified anomalous phenomena (UAP) across military and government systems. Since its establishment, the office has repeatedly stated that it has found no verified evidence that reported UAP are extraterrestrial technology, no evidence that the US government possesses recovered alien craft, and no evidence that information about such programmes has been improperly withheld from Congress. For sceptics and many scientists, this language reflects a straightforward evidential principle. Claims about non-human intelligence, recovered craft, or secret reverse-engineering programmes are treated as factual assertions that require physical evidence, reliable documentation, or independently verifiable data. In that view, an allegation remains an allegation until it can be tested. Disclosure advocates often hear the same statements very differently. To them, phrases such as “no verifiable evidence” can sound narrower than “the claim is false”. They argue that a lack of publicly verified evidence does not necessarily prove that no such evidence exists, especially when many relevant records may remain classified. This difference in interpretation has become one of the defining fault lines within disclosure politics. What AARO Says Has Not Been Verified
The clearest expression of AARO’s position appeared in its 2024 Historical Record Report, which reviewed decades of government investigations and archival material. The office concluded that it found no empirical evidence that any official investigation had confirmed extraterrestrial technology, hidden alien spacecraft, extraterrestrial biological remains, or secret reverse-engineering programmes operating outside proper congressional oversight. [U.S. Department of War+2U.S. Department of War]
The wording is important. AARO does not claim that every sighting has been fully explained. Instead, it separates three categories:
- Cases explained through ordinary causes such as balloons, aircraft, drones, sensor effects, or misidentifications.
- Cases still under investigation.
- Cases that remain unresolved because available information is insufficient.
The office argues that unresolved status is often a data problem rather than evidence of exotic technology. It has repeatedly stated that many unresolved reports lack enough sensor information, contextual data, or observational detail to support a firm conclusion. [Reuters]reuters.comMost sightings were identified as ordinary objects or phenomena. The All-domain Anomaly Resolution Office (AARO) released this conclusion… [AARO]aaro.milAARO HomeHas the Department found any evidence of extraterrestrial technology? This distinction is central to AARO’s approach. The office treats unexplained and extraterrestrial as separate claims. A phenomenon can remain unidentified without becoming evidence of non-human technology. Why Unresolved Cases Are Not Proof
One of the most persistent disagreements between disclosure advocates and official investigators concerns the meaning of unresolved cases.
AARO has published examples in which imagery appears unusual but cannot be confidently interpreted because the available information is incomplete. In several released cases, analysts explicitly state that they cannot determine whether an observed signature represents a physical object, an environmental effect, a sensor issue, or some other explanation because the data are insufficient. [AARO]aaro.milUAP ImageryThe available data is insufficient to evaluate the phenomenon's performance characteristics…. The available data does n…
From AARO’s perspective, an unresolved case means analysts cannot yet reach a defensible conclusion. The office has argued that better data could likely resolve many cases that currently remain unidentified. Its reports repeatedly emphasise limitations in sensor quality, missing contextual information, and the difficulty of reconstructing events after the fact. [Reuters]reuters.comMost sightings were identified as ordinary objects or phenomena. Disclosure activists often reject this framing because they see a pattern: unusual incidents remain unresolved year after year, yet officials continue to say there is no verified evidence of extraordinary technology. To critics, unresolved cases may represent exactly the category where novel discoveries could emerge. To AARO, unresolved cases represent uncertainty rather than positive evidence for any particular explanation. [New York Post]nypost.comThe "all-domain anomaly resolution office" (AARO) identified 21 reports as "true anomalies" needing further investigation. Most sightings… DVIDS The disagreement is therefore partly philosophical. One side treats unexplained observations as reasons to suspend judgement. The other sees [dvidshub.net]dvidshub.netVideo - PR-008, Unresolved UAP Report, Europe 2022AARO cannot determine whether the observed signature originates from a physical source… them as potential indicators that official conclusions may be premature.
Why Advocates Distrust Official Caution
The backlash against AARO is not driven solely by disagreement over technical standards. It is also shaped by decades of distrust surrounding government secrecy and UFO investigations.
Many disclosure advocates entered the debate already convinced that previous military and intelligence organisations concealed information about unusual encounters. When AARO’s 2024 historical review concluded that longstanding allegations of hidden alien technology lacked supporting evidence, many activists viewed the report as another institutional denial rather than a neutral assessment. U.S. Department of War [The Guardian]theguardian.comConducted by the All-Domain Anomaly Resolution Office (AARO), the investigation reviewed historical data and conducted interviews with of…
The controversy intensified after the public claims of former intelligence officer David Grusch. His allegations about crash-retrieval and reverse-engineering programmes became a major rallying point within the disclosure movement. AARO and Pentagon officials responded by stating that they had not received credible, verifiable evidence supporting such claims. For supporters of Grusch, that response looked dismissive. For supporters of AARO, it reflected a consistent requirement that extraordinary allegations be backed by evidence that investigators can independently verify. [Wikipedia+3DefenseScoop+3U.S. Department of War]
Former AARO director Sean Kirkpatrick also became a frequent target of criticism from disclosure activists. His public insistence on documentary evidence and testable data was welcomed by sceptics but interpreted by some believers as evidence that the office was unwilling to seriously engage with whistleblower testimony. [DefenseScoop]defensescoop.comuap hearing sparks clash between pentagon officials witnessesUAP hearing sparks clash between Pentagon officials…31 Jul 2023 — He also said AARO has yet to see credible proof regardi…
This dynamic creates a self-reinforcing cycle. The more AARO emphasises verification standards, the more some activists see institutional gatekeeping. The more activists rely on testimony and allegations that remain unverified, the more AARO sees a need for stricter evidential requirements.
The Deeper Dispute Over Disclosure
The argument surrounding AARO is ultimately larger than any single report. It reflects two competing models of disclosure.
One model prioritises transparency but insists that claims should only be accepted after independent verification. Under this framework, unresolved cases remain unresolved until stronger evidence appears. AARO’s language and methodology largely follow this approach. [AARO]aaro.milUAP ImageryThe available data is insufficient to evaluate the phenomenon's performance characteristics…. The available data does n… [U.S. Department of War]war.govdod report discounts sightings of extraterrestrial technologyDepartment of WarDOD Report Discounts Sightings of Extraterrestrial…8 Mar 2024 — "AARO has found no verifiable evidence that any UAP s…
The other model argues that secrecy itself may prevent verification. Advocates in this camp contend that classified programmes, compartmentalised information, and witness intimidation can make traditional evidential standards difficult to satisfy. As a result, they often place greater weight on insider testimony, patterns across decades of reports, and allegations of institutional concealment. GovInfo
That tension explains why AARO occupies such a central place in disclosure debates. To sceptics, it demonstrates what a disciplined investigation looks like when extraordinary claims fail to meet evidential thresholds. To many believers, it exemplifies how official institutions can acknowledge uncertainty while still avoiding the conclusions they consider most likely. The dispute is therefore not merely about unidentified phenomena. It is about the standards by which extraordinary claims are judged and whether those standards are themselves part of the controversy.
