The creation of AARO’s “Active Archive” changed the meaning of an unresolved UAP case. In earlier public discussions, unresolved reports were often treated as a residual category: neither explained nor fully investigated. Under the All-domain Anomaly Resolution Office (AARO) process, however, unresolved cases are now separated into distinct tracks.

Why Unresolved UAP Cases Enter the Active Archive
AARO formally defines the Active Archive as a repository for cases that lack sufficient data to facilitate analysis. According to the FY2024 consolidated UAP report, these cases are retained for pattern-of-life and trend analysis and may be re-examined if additional information becomes available. The report explicitly states that archived cases can be reopened and resolved if new evidence supports further assessment. This policy emerged because the volume of reports greatly exceeds the amount of high-quality data available. In the FY2024 reporting cycle, AARO received hundreds of cases that could not be confidently analysed due to missing sensor information, incomplete metadata, limited observation time, poor imagery, or other evidentiary gaps. The Active Archive therefore functions as a middle category between two more familiar outcomes:
- Closure: sufficient evidence exists to identify the object or event as something ordinary, such as a balloon, aircraft, bird, drone, or satellite.
- Continued investigation: enough potentially significant information exists to justify additional scientific or intelligence analysis.
- Active Archive: evidence is too limited for either outcome, so the case is retained rather than forced into a premature conclusion. This administrative distinction is important because it reduces pressure to classify every report immediately as either solved or mysterious.
What Closure, Archive, and Reopening Mean
A common misunderstanding in disclosure debates is that a case enters the archive because officials cannot explain it. AARO’s framework uses a narrower standard. A case is archived when analysts cannot responsibly determine what happened using the available evidence. That is a statement about data quality, not necessarily about the underlying event. Closure requires enough information to support attribution. Archived status means attribution is not currently possible. Reopening occurs if new evidence appears, such as additional sensor records, witness information, platform data, radar tracks, or contextual intelligence that was unavailable during the original review. The policy therefore treats unresolved status as provisional. Rather than declaring a permanent mystery, the archive preserves cases in a state where future evidence can change the assessment.
Why Insufficient Data Is Not a Positive Finding
One of the most significant implications of the Active Archive is methodological rather than bureaucratic. It creates an explicit category for “not enough information”, helping separate uncertainty from anomaly.
This distinction addresses a recurring problem in public interpretation of UAP statistics. If hundreds of reports remain unresolved, it can be tempting to treat the unresolved total as evidence of extraordinary phenomena. Examples published by AARO illustrate this point. Several officially released unresolved cases involve short infrared videos or limited recordings where analysts concluded that a physical object was present but lacked enough information for a definitive identification. In other cases, the available footage was judged insufficient to render a determination at all. These reports remain unresolved, yet AARO simultaneously notes that the observed characteristics are often unremarkable and do not independently justify extraordinary conclusions. The Active Archive therefore acts as a safeguard against a logical error that often appears in UFO debates: treating unknown as evidence of the extraordinary. Under the archive model, “unknown” frequently means “insufficiently documented”.
How Pattern-of-Life Analysis Can Still Use Weak Cases
The most interesting feature of the Active Archive is that archived reports still retain analytical value.
AARO states that archived cases are maintained for pattern-of-life and trend analysis. In practice, this means that even weak individual reports may contribute to broader statistical understanding when examined collectively. A single report with incomplete sensor data may reveal little. Hundreds of similarly limited reports, however, can help analysts examine questions such as:
- Whether reports cluster around particular military training areas.
- Whether certain sensor systems repeatedly generate similar observations.
- Whether reporting rates increase after changes in reporting procedures.
- Whether specific environmental conditions correlate with recurring observations.
- Whether certain categories of unresolved reports later become explainable once more contextual data is collected. This is a key implementation shift. Instead of viewing weak cases as investigative dead ends, the archive allows them to remain part of a larger analytical dataset. The individual case may never become conclusive, but it can still contribute to understanding reporting patterns, sensor limitations, operational environments, and recurring sources of confusion.

Within the broader UFO disclosure movement, the Active Archive creates a more nuanced picture of government holdings. Previously, unresolved cases were often discussed as a single pool of unexplained incidents. The practical consequence is that unresolved cases no longer function as a simple scorecard. Entry into the Active Archive means a report remains available for future analysis, but it does not count as evidence of exotic technology, extraterrestrial activity, or any other extraordinary explanation.
