Within NASA Study
One of the most important conclusions of NASA’s 2023 study of unidentified anomalous phenomena (UAP) was that credible witnesses and scientific evidence serve different functions. Pilots, military personnel, air traffic controllers, astronomers, and other trained observers can provide valuable reports that identify events worth investigating.

Introduction
Within debates about UFO disclosure, this distinction is often overlooked. A witness may be exceptionally honest, experienced, and sincere, yet still lack access to the information needed to establish what was actually observed. NASA’s approach was not to dismiss witnesses but to place their observations within a broader framework of evidence. What Expert Observers Add
Experienced observers matter because they notice details that untrained people often miss. Military pilots understand aircraft performance envelopes. Air traffic controllers are familiar with normal traffic patterns. Astronomers know how celestial objects behave. Their reports can therefore help investigators recognise when something appears unusual enough to deserve attention. NASA’s study acknowledged that eyewitness reports frequently provide the first indication that an event occurred at all. Many UAP incidents are unexpected and short-lived, leaving human observers as the initial source of information. Witnesses can describe direction, appearance, duration, behaviour, weather conditions, and contextual factors that may not be obvious from sensor data alone. In aviation, witness reports are already an accepted part of safety investigations. A pilot’s account can identify a potential hazard long before analysts examine radar records or flight data. The same principle applies to UAP investigations: testimony can flag an event that deserves closer examination. The challenge is that observation and explanation are not the same thing. Where Perception Reaches Its Limits
Even skilled observers face unavoidable limitations when viewing distant objects in the sky. Human vision evolved for everyday environments, not for estimating the characteristics of unknown objects against a largely featureless background.
Distance is a major problem. Without a known reference point, it can be extremely difficult to judge how far away an object is. An object that appears small could be a large object far away or a small object nearby. Once distance is uncertain, estimates of speed and acceleration become uncertain as well. A light that seems to move at extraordinary velocity may simply be much closer or farther away than the observer assumes. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportThe importance of detecting UAP with multiple, well-calibrated sensors is paramount, and NASA co…
Perspective effects create additional difficulties. Objects viewed from a moving aircraft can appear to change direction abruptly even when following a normal path. Relative motion between observer and target can generate powerful illusions of hovering, rapid acceleration, or unusual manoeuvres. Instrument measurements are often needed to determine whether apparent movement reflects the object’s behaviour or the observer’s changing position. Environmental conditions can further distort perception. Atmospheric haze, temperature gradients, reflections, glare, and low-light conditions can alter the appearance of objects. Witnesses may accurately report what they saw while still being unable to determine what caused the visual effect. NASA specifically noted that many existing UAP observations were not collected under controlled scientific conditions, making interpretation difficult. Why Honesty Does Not Equal Accuracy
A common misunderstanding in public discussions is the assumption that if a witness is credible, then the witness’s interpretation must also be correct.
Scientific investigations separate sincerity from accuracy. A person can be completely truthful about an observation and still reach an incorrect conclusion about what produced it. This is not a criticism of the witness; it reflects the limits of human perception. Aviation accident investigations, astronomy, meteorology, and military intelligence all recognise this distinction. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportThe importance of detecting UAP with multiple, well-calibrated sensors is paramount, and NASA co…
NASA’s study deliberately avoided treating witness credibility as a substitute for measurement. The agency’s position was that even compelling reports cannot establish extraordinary claims without supporting evidence. As NASA officials explained when releasing the report, eyewitness accounts and visuals often lack the consistency, detail, and curation needed for definitive scientific conclusions. This standard applies regardless of the witness’s background. A fighter pilot may be far more knowledgeable than an average observer, but the pilot still cannot directly measure range, altitude, acceleration, or physical characteristics through visual observation alone. Instruments exist precisely because human judgement has known limits. How Corroboration Changes a Report
The evidential value of a sighting increases dramatically when multiple independent measurements support it.
A single witness report provides one perspective. A witness report combined with radar data provides more information. A witness report supported by radar, infrared sensors, optical imagery, environmental data, and metadata from calibrated instruments becomes substantially stronger because investigators can compare independent measurements. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportThe importance of detecting UAP with multiple, well-calibrated sensors is paramount, and NASA co…
NASA repeatedly emphasised the importance of multiple well-calibrated sensors. Independent systems can confirm whether an event was real, estimate distance through triangulation, identify sensor artefacts, and test competing explanations. Multi-sensor evidence allows analysts to move from description toward measurement. This is also why unresolved cases do not automatically imply extraordinary technology. Some incidents remain unexplained because investigators lack enough measurements to reach a conclusion. An event may stay unidentified not because it defies known science, but because the available evidence is incomplete. NASA’s report stressed that poor calibration, missing metadata, and the absence of multiple observations often prevent reliable analysis. Lessons from Misidentification Cases
Several documented cases illustrate why multiple credible witnesses are not always sufficient.
Researchers examining a 2022 Pacific aviation incident found that five commercial pilots independently reported an unusual phenomenon. The reports included photographs and video, creating what initially appeared to be strong corroboration. Yet reconstruction using satellite tracking data indicated that the observers were likely seeing a recently launched Starlink satellite train under unusual illumination conditions. The witnesses were genuine and the observations were real, but additional data changed the interpretation. Similarly, government investigations have shown that some apparently anomalous events were eventually resolved through detailed analysis of sensor data, environmental conditions, or known objects such as balloons. In several cases, what first appeared mysterious became understandable only after analysts examined technical records unavailable to the original observers. These examples do not show that all UAP reports are misidentifications. Rather, they demonstrate why scientific investigations require evidence beyond even sincere and corroborating testimony. Observers report what they perceive; instruments help determine what physically occurred. Why NASA’s Standard Matters
The NASA study occupies an unusual position within the broader UFO disclosure debate because it neither dismisses witnesses nor treats them as conclusive proof. Instead, it recognises witness reports as valuable signals that can guide investigation while insisting that stronger claims require stronger evidence. NASA Science [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportThe importance of detecting UAP with multiple, well-calibrated sensors is paramount, and NASA co…
Under this framework, a credible witness is not the endpoint of inquiry but the beginning of it. The most persuasive UAP cases are not necessarily those with the most impressive testimony. They are the cases in which testimony can be matched with reliable, calibrated, independently verifiable measurements. That is the point at which a report becomes scientific evidence rather than observation alone.
