The ODNI’s 2021 preliminary assessment stated that UAP reports probably do not share a single cause. Instead, it outlined five broad categories that could potentially account for reported events:

The existence of these categories is sometimes interpreted as evidence that investigators possess clear alternative explanations waiting to be assigned. In practice, the categories are analytical possibilities rather than confirmed answers. A report can appear consistent with a balloon or bird hypothesis while still lacking enough information to verify that conclusion with confidence.

That distinction explains why governments can simultaneously state that most resolved cases involve ordinary objects and also maintain a large archive of unresolved incidents. Why Balloons, Birds, Drones, and Aircraft Can Stay Ambiguous

A common public reaction is that ordinary objects should be easy to identify. The challenge is that identification often depends on contextual information that is unavailable once an event has passed.

Consider a balloon observed from a fast-moving military aircraft. If analysts do not know the exact distance to the object, apparent motion can be misleading. A slow-moving balloon can appear to accelerate dramatically because of viewing angle changes, aircraft movement, or sensor tracking behaviour. Birds create similar problems. Infrared systems may detect thermal signatures without providing enough visual detail for species identification. The Missing Information Problem

The central obstacle is not usually a lack of possible explanations. It is a lack of information needed to test them.

The ODNI’s preliminary assessment explicitly warned that limited high-quality reporting hampered firm conclusions. Several types of missing information can prevent resolution:

  • Range data: Without knowing distance, apparent size and speed can be grossly misinterpreted.
  • Sensor metadata: Camera settings, zoom levels, tracking modes, and processing algorithms can influence how an object appears.
  • Environmental data: Atmospheric conditions may affect infrared, radar, and optical systems.

When Better Data Resolves a Mystery

A recurring pattern in official reporting is that cases become less mysterious when additional information emerges.
